I had a similar issue and just solved it this morning. To make a long story short, my phone was consistently dropping from 3G to Edge at my work. It used to stay in 3G just fine before I upgraded to 3.1.2 and the 5.6 carrier update.

After much avail, I restored my iPhone using iTunes to the most recent (3.1.2) OS. When it rebooted and asked if I wanted to upgrade to the latest carrier (5.6) I canceled.

Now, this morning, my phone works fine at work. It holds 3G just like it did in the past. It is apparent to me that they "fixed" more than just the MMS with the update.

If you are prompted "there is a carrier update available for your iphone" (or something to that effect), choose Cancel. The message should appear after 3.1.2 is installed.

"C:Program FilesiTunesiTunes.exe" /setPrefInt carrier-testing 1

This will allow you to install just a carrier file through your iTunes. Once you run the above command from DOS you go to iTunes hold shift click restore. Once you do that make sure you select to load the .ipcc files and click and install no restore needed.

This assumes you have 5.5 downloaded to your computer. It can be found here http://dl.getdropbox.com/u/29849/ATT_US.ipcc

Enjoy folks! There is always an easier way :)
